Importing a Classic Car to the UAE: Rules, Costs and Registration

We have cleared classic cars through Jebel Ali often enough to know where the process actually snags. It is rarely the shipping itself. It is the gap between what a shipping agent tells a buyer and what RTA and Dubai Customs actually require once the container is sitting on the ground.
The core rule is simple to state and less simple to apply: a car over 30 years old qualifies for RTA's Classic vehicle pathway, its own plate, and an exemption from the age-based used-car import ban that would otherwise stop it at customs. Everything else, duty, VAT, inspection, insurance, sits downstream of that one rule. Below is how we actually run the process, plus the two or three places where the public sources genuinely disagree with each other.
How old does a car have to be to qualify as a classic in the UAE?
RTA's own media office has confirmed the threshold directly: a vehicle must be over 30 years old and pass a technical test, brakes, lights, tyres, structural integrity, before it qualifies for Classic registration and the redesigned yellow-and-white plate RTA rolled out in November 2020. That is the number we quote clients, because RTA itself confirmed it, not a shipping blog. Ordinary used-car imports, by contrast, are widely reported at an approximate 10-year age cap, industry sources rather than one single official page, which is exactly why the 30-year classic pathway works as an exception to that cap rather than a separate tax break.
This also happens to be the exact age bracket an air-cooled Porsche 911 (964) sits in today, which is part of why Gulf collectors buying for long-term value keep landing on this pathway specifically. Compare that to importing a classic car to Saudi Arabia, where the equivalent classic exception is unconfirmed against any official source and the UAE's clarity here is unusual for the region. Left-hand drive is required for standard registration; right-hand-drive cars are generally barred outside the classic pathway, more on that below.
What does it actually cost to import a classic car to Dubai?
Duty and VAT are well documented. Everything downstream of them is a mix of confirmed fee and industry estimate, and we would rather tell you which is which than quote one clean number that turns out to be a guess. Duty runs 5% of CIF, cost, insurance, freight, value under the GCC Common External Tariff, with no classic-car exemption that we can confirm. VAT is 5%, in force since January 2018 and administered by the Federal Tax Authority, applied on the duty-inclusive value, which is why brokers commonly describe the combined burden as closer to 10.25% rather than a flat 10%.

Importing a classic car to the UAE, step by step
- Buy and inspect the car before it ships, ideally with a written condition report, since a dispute is far easier to resolve on the seller's continent than after the container lands at Jebel Ali.

- Clear Dubai Customs on arrival at Jebel Ali and settle the 5% duty plus 5% VAT on the duty-inclusive value.
- Start the Vehicle Classification Certificate process in parallel with customs clearance, not after it, so RTA has what it needs by the time the car is ready for inspection.
- Book the RTA technical inspection: brakes, lights, tyres and structural integrity. Budget for a second visit if anything is marginal. We see this more often than clients expect on cars that have sat unused for years.
- Receive the Classic vehicle certificate and plate, then arrange agreed-value insurance before the car goes anywhere near a public road.
Treat each step as a dependency for the next. Paperwork gaps at step 1 are the most common reason step 5 stretches from one visit into two.

- The build year confirmed against chassis and registration documents, not just the seller's description
- Left-hand-drive conversion history, if the car started life right-hand drive outside the classic exception
- Whether the exporting country's paperwork will satisfy Dubai Customs without a costly translation or legalization delay
- Structural condition against RTA's technical-inspection criteria, since a car that fails on rust or brakes cannot get its Classic plate no matter how clean the paperwork is

Generally yes, through the classic pathway, but this is one of the places our sources genuinely disagree. RTA confirms 30 years as the safe threshold for classic status. For RHD cars specifically, some sources describe a case-by-case exception closer to 25 years, others hold the line at 30 with no separate RHD carve-out. We treat 30 years as the safe, RTA-confirmed default for any RHD car, including JDM imports like the Nissan Skyline GT-R (R34), and would rather under-promise a client's timeline than have a car sit at Jebel Ali waiting on an exception that does not materialize. Plenty of owners convert to left-hand drive for standard registration anyway rather than lean on the RHD exception at all.
Frequently asked questions
What documents do I need to import a classic car into the UAE?
At minimum: a bill of sale or equivalent proof of ownership, the car's original registration and title history, a condition report if you commissioned one, the bill of lading from your shipping line, and whatever the Vehicle Classification Certificate process asks for once you start it. Missing paperwork at Dubai Customs or RTA is the most common reason a straightforward import stretches into weeks, more often than the technical inspection itself.
Is it hard to get classic car insurance in the UAE?
It is available, but standard depreciation-based motor policies undervalue a genuine classic, which is why industry sources recommend an agreed-value policy instead, a payout figure set upfront by independent appraisal rather than calculated after a loss. Should a classic car be shipped to the UAE by container or RoRo?
Enclosed container, for anything worth importing through the classic pathway in the first place. Does the UAE's 30-year classic rule reduce the duty or VAT I pay?
No, and this is a genuinely common misunderstanding. The 30-year rule is an exemption from the age-based used-car import ban, not a tax discount. A qualifying classic still pays the same 5% duty and 5% VAT as any other import; what changes is that it is allowed into the country and onto RTA's Classic plate scheme at all.
